Should wastelands be treated as city-states, they would have all the trappings of an independent nation except, of course, the ability to wage war. You would need a declaration of war to move into a wastelands. Trade and other diplomatic relations such as alliances could exist (I or someone else will rp as the city-states). City-states on the water would have a fleet.
Basically, any tiny NPC nation in a Total War game

One problem with that will be that they have such a tiny territory range (of 1) that their DP income would permanently be 0. Besides, trading with them would make it much, much harder for someone like me to do the DP calculations.
I like the idea, but I think it may be difficult to incorporate and may just be a drag on the game.

And if there's someone who is willing to, it will be a difficult task. We don't know where the city states are, yet. I agree with gan, I think this will only be complicated for everyone.
(I choose No. It's a great idea but I don't think it will work on our current circumstances.)

Actually we do know where they are, since you could see them as wastelands when picking territories. For future games if they continue roughly from the boundaries drawn at the end of this game, I would imagine that the City States would be in roughly the same area and you could see them in the custom scenario anyway.

Gan would be the one doing the legwork, so I think that his decision should be respected regardless of the vote tallies.
However, there are possibly ways to reduce the complication and workload, such as removing DPs and diplomatic actions and setting a fixed DP rate (say 3) for trade with city states. Additionally, since most wastelands will be totally enveloped by a player, we can make it so that only that player can trade, etc.
This would make the burden on the game much lighter, but it would also reduce potential city-states to basically RP status as vassals of the nations surrounding them. Good for any RP histories of wars and stuff but largely pointless, maybe even not worth the effort no matter how much we reduce it. Once again, I'd love any input but I'll cede decision-making authority to Gan.

I can somewhat easily add the trading with city-states without too much trouble if we use the fixed rate, so if we have someone willing to RP for them (I can't put in enough time to do so), then I'm fine if the community wants it.
