Below is my proposal for how Development Points (DPs) will work. This will come into affect only if the majority of voters have voted one of the yes options BEFORE TURN 5. The yes option includes the sum of the three first answers, while the no option includes the sum of the last two options. Please vote ASAP, so that we can get it implemented by turn 5. I will lock the poll as soon as turn 5 rolls around.

Base DP income:
- 1 DP awarded for each province
DP Increases:
- +10% for each formal trading deal between nations (mutually beneficial, equivalent to 10% of the smaller nation’s base DP income, can only trade with adjacent nations)
DP Decreases:
- -10% for being landlocked (as reduces informal trading)
- -25% for being in war
Trading DP:
- If a nation wishes to trade DPs with another nation in return for a favour, then first the two nations must discuss it with each other. Once they have reached a deal, then the nation giving the DPs must PM the game master(s), and they will do the transfer, then will notify both parties that the transfer has been completed.
- The balance of DPs will be hidden to everyone except the game master(s) and the owners of those particular DPs. Through actions with spies such as espionage, the game master(s) may disclose the balance of DPs to the spying player depending on their goal with the spying and whether or not they succeeded in their mission.
Use of DPs:
- DPs can be used to fund the economy of a nation and train and deploy spies, protect the nation from enemy spies, etc, the costs of which are still TBD. Nations can do any of these actions for themselves, such as a nation training up spies for infiltration, or an outside nation supporting another nation through injecting DPs into their economy.
