Government Type: Empire
Government Structure: As an Empire, its leader - the Archangel Illyria - holds supreme power. Under her are the Archons, in charge of domestic affairs, and the Seraphs, the commanders of the Empire’s army. The Empire is closely tied to the Angelican Church, whose religious leader is also the Archangel, and within this branch is the governing class of Cherubs. The Cherubs manage religious affairs, from evangelism to the organisation and finance of local churches.
The ministries of the government are as follows:
Charity
The Ministry of Charity oversees financial social policy, supporting the poor both domestically and abroad. It tends to work closely with the Ministry of Equality.
Equality
The Ministry of Equality oversees general domestic policy, balanced carefully between every nationality, race, gender, and any considered division, in order to ensure that no group is oppressed in the institution of new policy.
Freedom
The Ministry of Freedom is led by the Seraphs, and is in command of the military.
Justice
The Ministry of Justice oversees the legal issues of the Empire, as well as the consideration of foreign actions such as war or aid.
General Policy: The Holy Illyrian Empire is based off of the principles of its primary ministries: Charity, Equality, Freedom, and Justice. While generally non-interventionist, the Justiciars of the Empire will readily move in to liberate oppressed or marginalised groups, if necessary. But the first course of action is always charity, and despite its meagre revenue the Empire sets aside a part of its funds every year for supplies and relief for troubled areas across Noliterre. It seeks fairness in all things and preaches non-discrimination. Just as it teaches its devout, the Empire is willing to help and accept people from all walks of life and all corners of Noliterre, and always looks beyond its own gain in both internal and international affairs.
Economy: The Imperial economy is based mainly in the trade of labour, as the Empire, with the aid of the Church, collates lists of willing labourers and sells their services in the international market. As it grows, it displays a strong demand for its own labour, largely on the part of the government which scrambles to raise appreciable infrastructure to support its burgeoning population. Much of its revenue comes from administration fees from the processing of its labour force, as well as significant donations from churchgoers. It also has a large agricultural sector, however, and the export of surpluses helps in large part to bump up the meagre profits the Empire earns. A decent mining sector is also active, but it mostly provides for domestic needs.
Geography: Located in Western Vondexa, the scenic rolling mountains and beautiful, lush forests present significant problems for the development of the Empire. Large swaths of forests have been cleared since the inception of the Empire, to make way for extensive farmland to support its economy. Farms and harbours occupy the long coasts, to facilitate international trade and fishing.
International Relations: As a new country, the Holy Illyrian Empire has few solid relations with other nations. Nonetheless, its mission to aid the downtrodden throughout the world means that it is eager to establish peaceful, amicable relationships with any nation it can. At present it has managed to create a solid alliance with Neo-Camvonia.
History: The Holy Illyrian Empire is a very young state. It was founded in the wake of the war against Neo Archadia, by a young but charismatic woman named Astri Illyria. The daughter of Zjau-Yi immigrants resettled in Neo-Camvonia, Astri and her sister were subject to constant abuse from those around her for being “non-Camvonian”. Eventually her sister suffered a grievous accident, and believing she wouldn’t survive, Astri quietly left Neo-Camvonia in search of someone who could help her. She roamed Noliterre, and eventually she found a mage who could help her sister - in the midst of a regions torn apart by the war against Neo Archadia. The mage agreed to help her sister, but only if she would help his people - thousands of refugees, all homeless and wandering. She agreed, and somehow she managed to gather the refugees into a single coherent group. She had a natural aptitude for leadership, and despite her youth she eventually emerged as the leader of the group. Slowly but surely, she led their wandering to one of the largest empty regions they could find, and they began the construction of the first village that would eventually become the capital of the Empire.
Then, one day, she had a dream. When she awoke, she awoke with a newfound clarity. No one can quite remember what the original story was anymore, not even her, but the conviction of her revelation stayed with her. She founded the Angelican Church, incorporating all the people under her leadership into it, and began the process of spreading the faith. She attracted the poor, the disenfranchised, and the oppressed from across Noliterre to the rapidly growing village with the promise of happiness and redemption. She preached charity and fairness, a message the downtrodden needed badly to hear, and soon one village was not enough. A second village soon rose, then a third, then the first became a town, then a city, and before anyone knew it their congregation had grown into an entire civilisation. She was quick to claim sovereignty, knowing it would lend her cause credibility, and upon the dogged insistence of her loyal followers she reluctantly dubbed her new country the Holy Illyrian Empire. It now looks concernedly at the Continental War, considering its options and whether it should intervene.
